In addition to onsite expertise, CEEE staff draw upon the following resources to inform its literacy knowledge base when provide technical assistance and professional development services:

II. The knowledge base on effective literacy instructional strategies includes the following scientifically based reading research resources:

• The full National Reading Panel report Teaching Children to Read and Put Reading First [the latter document was issed on the Partnership for Reading Web site]
• The National Research Council's Preventing Reading Difficulties in Young Children (which provides a comprehensive analysis of what over 30 years of reading research tells us about how young children learn to read) and Starting Out Right
• CIERA's Every Child A Reader
• The NCELA Bilingual Reading Instruction Pathway provides links to resources, articles, and research pertaining to literacy development in bilingual students.

III. The knowledge base on effective organizational processes that support the improvement of literacy instruction includes descriptions of professional development programs recognized by the U.S. Department of Education's National Awards Program for Model Professional Development for improving student achievement.
